Display Energy Certificates (DECs)Display Energy Certificates have been introduced as a measure to raise public awareness of energy use and to inform visitors to public buildings about the energy use of that building.

What is a DEC?
A DEC is a ‘certificate’ intended to help the public see the energy efficiency of buildings occupied by public authorities and institutions. Energy efficiency is expressed as energy usage over a 12 month period, based on consumption of the building recorded by gas, electricity and other meters.
The DEC should be clearly displayed in a prominent place clearly visible to the public at all times.
A DEC is always accompanied by an Advisory Report that lists cost effective measures to improve the energy rating of the building. What size buildings require DECs?Buildings with a total useful floor area over 1,000m 2
How long are they valid?They are valid for one year and must be renewed every 12 months. The accompanying Advisory Report is valid for seven years.
What do they contain?An ‘Operational Rating’ - a numerical indicator of actual annual carbon dioxide emissions from the building. It is shown on a scale from A to G, where A is the lowest (best) and G is the highest (worst).
To show whether energy performance for the building is improving or not, the DEC also displays the Operational Rating for the previous two years.
The Advisory Report contains recommendations for improving the energy performance of the building.
